Biography

I am currently a Professor and Researcher at the University of Israel (Ecuador). Also, I am a Collaborative Member at the Political Science Research Center at the University of Minho, where I conduct research and collaborate on various projects related to public administration, political agendas, comparative studies, and energy security policies. Previously, I held roles as the Administrative-Financial Coordinator and Head of the Financial Administrative Coordination at the Ministry of Economic and Social Inclusion in Ecuador, as well as the Head of the Financial and Public Debt Unit at the Municipality of the Metropolitan District of Quito. I have also worked as an accountant at Corporación de Titularización Hipotecaria. I hold a Ph.D. in Administrative Science with a focus on Public Administration from the University of Minho, as well as a Master's degree in Energy Security Studies from Masaryk University and a degree in Commercial Engineering with a major in Finance from Pontificia Universidad Católica del Ecuador. I am also a Certified Public Accountant. In addition, I have completed several training courses, including in energy security and policy, advanced English, business process management, project management, and more. I have published several articles in academic journals, including on the Coase theorem and the healthy environment as a human right and on the effects of fiscal rules on public investment. Finally, I can mention that I am fluent in Spanish and English and have a working knowledge of Portuguese and Russian.
