Biography
I hold a PhD from Putra University, Malaysia, with a research focus on organizational behavior and public sector performance. Currently, I am serving in the Personnel Department of Pakistan Railways, where I am deeply involved in strategic HR initiatives, including organizational restructuring, policy development, and the integration of modern systems such as SAP and RABTA. My work centers on enhancing institutional efficiency through evidence-based reforms—such as revising job descriptions, rationalizing staffing structures, and formulating transparent recruitment and promotion frameworks. I have a strong interest in the intersection of public administration theory and its practical application in large, bureaucratic organizations. Academically, my research explores themes such as empowerment, organizational culture, public service motivation, and employee performance—particularly in the context of developing countries. This dual engagement in both research and practice enables me to evaluate scholarly work with a balanced perspective that values both theoretical rigor and practical relevance. As an editor, I am committed to maintaining high standards of academic quality and integrity, and to promoting research that contributes meaningfully to public sector development and management studies.
